കേന്ദ്രമന്ത്രിമാര്ക്ക് കൂട്ടതോല്വി
ഇടതുപക്ഷത്തെ ബംഗാളില് അപ്രസക്തമാക്കി
ന്യൂഡല്ഹി: നരേന്ദ്രമോദിതരംഗത്തില് കോണ്ഗ്രസും യു.പി. എ.യും കടപുഴകി. പത്തുകൊല്ലത്തെ ഇടവേളയ്ക്കുശേഷം, ബി. ജെ.പി. നേതൃത്വത്തിലുള്ള എന്.ഡി.എ. സഖ്യം 335 സീറ്റുമായി വീണ്ടും കേന്ദ്രത്തില് അധികാരത്തിലേക്ക്.
എന്.ഡി.എ.യുടെ വിജയത്തെത്തുടര്ന്ന് പ്രധാനമന്ത്രി മന്മോഹന് സിങ് തന്റെ രാജി ശനിയാഴ്ച രാഷ്ട്രപതി പ്രണബ് മുഖര്ജിക്ക് കൈമാറും. പ്രധാനമന്ത്രിയായി നരേന്ദ്ര മോദി അടുത്തയാഴ്ച സത്യപ്രതിജ്ഞ ചെയ്യും.
ബി.ജെ.പി.യുടെ തകര്പ്പന് വിജയത്തിന്റെ സൂചനകള് വെള്ളിയാഴ്ച രാവിലെ വന്നുതുടങ്ങിയതോടെ ''ഇന്ത്യ ജയിച്ചു. നല്ലകാലം വരവായി'' എന്ന് ട്വിറ്ററില് മോദി കുറിച്ചു. ഉത്തര്പ്രദേശിലെ വാരാണസിയിലും ഗുജറാത്തിലെ വഡോദരയിലും വിജയിച്ച നരേന്ദ്രമോദി, ശനിയാഴ്ച ഡല്ഹിയിലെത്തും. തുടര്ന്ന് ചേരുന്ന ബി.ജെ.പി. പാര്ലമെന്ററി ബോര്ഡ് യോഗം സര്ക്കാറുണ്ടാക്കുന്നതിനുള്ള നടപടികളിലേക്ക് കടക്കും.
ഉത്തര്പ്രദേശിലെ മിന്നുന്ന പ്രകടനമാണ് ബി.ജെ.പി.യെ ഏറ്റവും വലിയ ഒറ്റക്കക്ഷിയാക്കിയത്. ആകെയുള്ള 80 സീറ്റില് എഴുപത്തിയൊന്നും നേടിയ ബി.ജെ.പി., ഒറ്റയ്ക്ക് ഭരിക്കുന്നതിന് ആവശ്യമായ ഭൂരിപക്ഷത്തിനേക്കാള് കൂടുതല് സീറ്റ് നേടി. 285 സീറ്റ്. 1984-ന് ശേഷം ആദ്യമായിട്ടാണ് ഒരു പാര്ട്ടിക്ക് ഒറ്റയ്ക്ക് ഭരിക്കാനാവശ്യമായ 272-നേക്കാള് കൂടുതല് സീറ്റുകള് ലഭിക്കുന്നത്.
കോണ്ഗ്രസ് ചരിത്രത്തിലെ ഏറ്റവും മോശപ്പെട്ട നിലയായ രണ്ടക്ക സംഖ്യയിലേക്ക് കൂപ്പുകുത്തി. ആകെ 46 സീറ്റ് മാത്രമാണ് കോണ്ഗ്രസ്സിന് നേടാന് കഴിഞ്ഞത്. സഖ്യത്തിലെ മറ്റ് കക്ഷികള്ക്ക് ലഭിച്ചതും കൂടി ചേര്ത്താല് യു.പി.എ.ക്ക് 543 അംഗസഭയില് ആകെ 61 സീറ്റുകള് മാത്രമാണുള്ളത്. കോണ്ഗ്രസ്സിതര, ബി.ജെ.പി.യിതര കക്ഷികള്ക്ക് 147 സീറ്റുകള് ലഭിച്ചിട്ടുണ്ട്. കേരളത്തില് യു.ഡി.എഫിനാണ് മേല്ക്കൈ. 12 സീറ്റ്. എല്.ഡി.എഫ്. എട്ട് സീറ്റും നേടി. സംസ്ഥാനത്ത് അക്കൗണ്ട് തുറക്കാനുള്ള ബി.ജെ.പി.യുടെ ആഗ്രഹം ഇക്കുറിയും വിജയിച്ചില്ല.
മന്മോഹന് സര്ക്കാറിലെ മന്ത്രിമാരില് പലരും തിരഞ്ഞെടുപ്പില് തോറ്റപ്പോള്, കോണ്ഗ്രസ് അധ്യക്ഷ സോണിയാഗാന്ധിയും മകനും ഉപാധ്യക്ഷനുമായ രാഹുല് ഗാന്ധിയും ഉത്തര്പ്രദേശിലെ റായ് ബറേലിയിലും അമേഠിയിലും വിജയിച്ചു. മന്ത്രിമാരായ സുശീല്കുമാര് ഷിന്ഡെ, സല്മാന് ഖുര്ഷിദ്, ഗുലാം നബി ആസാദ്, കപില് സിബല്, ശ്രീപ്രകാശ് ജയ്സ്വാള്, പള്ളം രാജു, സച്ചിന് പൈലറ്റ് തുടങ്ങിയവര് പരാജയപ്പെട്ടവരില് പെടുന്നു. അസമില് ആകെയുള്ള 14-ല് ബി.ജെ.പി. ഏഴ് സീറ്റുകള് നേടിയതിന്റെ പശ്ചാത്തലത്തില് മുഖ്യമന്ത്രി തരുണ് ഗൊഗോയ് രാജിസന്നദ്ധത അറിയിച്ചിട്ടുണ്ട്.
മോദി തരംഗത്തിലും കുലുങ്ങാതെ പിടിച്ചുനിന്നത് കേരളവും തമിഴ്നാടും പശ്ചിമബംഗാളും ഒഡിഷയുമാണ്. തമിഴ്നാട് മുഖ്യന്ത്രി ജയലളിതയുടെ എ.ഐ.എ.ഡി.എം. കെ 37 സീറ്റുമായി മൂന്നാമത്തെ വലിയ കക്ഷിയായി. നാലാം സ്ഥാനത്ത് പശ്ചിമബംഗാള് മുഖ്യമന്ത്രി മമതാബാനര്ജിയുടെ തൃണമൂല് കോണ്ഗ്രസ്സാണ്. ആകെയുള്ള 42 സീറ്റില് 34 സീറ്റു നേടിയ തൃണമൂല് ഇടതുപക്ഷത്തെ ബംഗാളില് അപ്രസക്തമാക്കി. ഒഡിഷയില് ബിജുജനതാദള് 21 സീറ്റില് ഒന്നൊഴികെ എല്ലാം നേടി.
ഹിന്ദി ഹൃദയഭൂമിയിലുള്ള ഉത്തര്പ്രദേശ്, മധ്യപ്രദേശ്, ബിഹാര്, ഗുജറാത്ത്, രാജസ്ഥാന്, ഛത്തീസ്ഗഢ്, ജാര്ഖണ്ഡ് എന്നീ സംസ്ഥാനങ്ങള്ക്ക് പുറമേ, മഹാരാഷ്ട്രയുമാണ് ബി. ജെ.പി.യുടെ കുതിപ്പിനുള്ള ഊര്ജം നല്കിയത്. കേരളമൊഴിച്ചുള്ള മിക്കവാറും എല്ലാ സംസ്ഥാനങ്ങളിലും ബി. ജെ.പി. തങ്ങളുടെ ശക്തമായ സാന്നിധ്യം ഉറപ്പാക്കി. നഗരങ്ങളില് ഒതുങ്ങിയിരുന്ന ബി.ജെ.പി.യുടെ സ്വാധീനം ഗ്രാമങ്ങളിലേക്കും പടരുന്നുവെന്ന് തിരഞ്ഞെടുപ്പ് ഫലം സൂചിപ്പിക്കുന്നു. ബി.ജെ.പി.യുടെ സഖ്യകക്ഷികളില് ശിവസേന മഹാരാഷ്ട്രയില് 19 സീറ്റ് നേടി.
മോദി തരംഗത്തിലും പരാജയപ്പെട്ടത് നരേന്ദ്രമോദിയുടെ വിശ്വസ്തനായ അരുണ് ജെയ്റ്റ്ലിയാണെന്നത് ശ്രദ്ധേയമാണ്. പഞ്ചാബിലെ അമൃത്സറില് മുന് മുഖ്യമന്ത്രി അമരീന്ദര് സിങ്ങിനോട് ജെയ്റ്റ്ലി പരാജയപ്പെട്ടു. 1970-കളുടെ മധ്യത്തില് ഡല്ഹി സര്വകലാശാലാ യൂണിയന് തിരഞ്ഞെടുപ്പില് മത്സരിച്ച് പ്രസിഡന്റായ ശേഷം ജീവിതത്തില് ആദ്യമായി തിരഞ്ഞെടുപ്പ് ഗോദയിലിറങ്ങിയ ജെയ്റ്റ്ലി പരാജയത്തിന്റെ കയ്പുനീരണിഞ്ഞു.
ഗാന്ധിനഗറില് എല്.കെ. അദ്വാനിയും ഉത്തര്പ്രദേശിലെ കാണ്പുരില് മുരളീമനോഹര് ജോഷിയും ലഖ്നൗവില് രാജ്നാഥ് സിങ്ങും പിലിബിത്തില് മേനകാഗാന്ധിയും ജയിച്ചു. മധ്യപ്രദേശിലെ വിദിഷയില് നിന്ന് സുഷമാ സ്വരാജും തിരഞ്ഞെടുക്കപ്പെട്ടു.
ഉത്തര്പ്രദേശില് സമാജ്വാദി പാര്ട്ടിയും ബിഹാറില് ആര്. ജെ.ഡി.യും പ്രതീക്ഷയ്ക്കൊത്ത് ഉയര്ന്നില്ല. ബി.എസ്. പി.യാകട്ടെ ഒറ്റ സീറ്റില് പോലും വിജയിച്ചില്ല. സമാജ്വാദി പാര്ട്ടി അഞ്ച് സീറ്റിലും ആര്.ജെ.ഡി. മൂന്നു സീറ്റിലും ചുരുങ്ങിയത് പ്രധാനമന്ത്രിപദമടക്കം വലിയ സ്വപ്നങ്ങള് നെയ്തിരുന്ന ഈ പാര്ട്ടികളുടെ നേതാക്കള്ക്ക് തിരിച്ചടിയായി. സമാജ്വാദി പാര്ട്ടി നേതാവ് മുലായം സിങ് യാദവ് മെയിന്പുരിയിലും അസംഗഢിലും വിജയിച്ചു. ബാഗ്പേട്ടില് ആര്.എല്.ഡി. നേതാവ് അജിത് സിങ് പരാജയപ്പെട്ടു. രാജസ്ഥാനില് 25 സീറ്റും നേടിയെടുത്ത് വന് വിജയമാണ് ബി. ജെ.പി.ക്ക് ലഭിച്ചത്.
ഈ തിരഞ്ഞെടുപ്പില് നിരാശപ്പെടുത്തിയത് ആം ആദ്മി പാര്ട്ടിയുടെ പ്രകടനമാണ്. വാരാണസിയില് മോദിയെ നേരിടാന് ഇറങ്ങിയ പാര്ട്ടി നേതാവ് അരവിന്ദ് കെജ്രിവാള് മൂന്ന് ലക്ഷത്തിലധികം വോട്ടുകള്ക്ക് പരാജയപ്പെട്ടു. ശക്തികേന്ദ്രമെന്ന് അവകാശപ്പെടുന്ന ഡല്ഹിയിലെ ഏഴ് സീറ്റിലും തോറ്റു. പഞ്ചാബില് മാത്രമാണ് ആശ്വാസ വിജയമുള്ളത്. നാലിടത്ത് ഇവിടെ ജയിച്ചു.
സംസ്ഥാന വിഭജനത്തിലൂടെ പ്രശസ്തി നേടിയ ആന്ധ്രാപ്രദേശില് ബി.ജെ.പി.യുമായി സഖ്യത്തിലുള്ള തെലുങ്കുദേശം 42-ല് 16 സീറ്റ് നേടി. ടി.ആര്.എസ്. 11 സീറ്റു നേടി. കോണ്ഗ്രസ് രണ്ട് സീറ്റിലൊതുങ്ങി. കര്ണാടകത്തില് സംസ്ഥാന ഭരണം നഷ്ടപ്പെട്ട ബി.ജെ.പി. ശക്തമായ തിരിച്ചുവരവാണ് നടത്തിയിരിക്കുന്നത്.

പ്രവാസി യോഗത്തിന് ഉമ്മന്ചാണ്ടി ഫയാസിന്റെ വാഹനത്തില്
തലശേരി: പ്രവാസിയോഗത്തിന് മുഖ്യമന്ത്രി ഉമ്മന്ചാണ്ടി എത്തിയത് സ്വര്ണ കള്ളക്കടത്തുകാരന് ഫയാസിന്റെ വാഹനത്തില്. 2008 ല് ഉമ്മന്ചാണ്ടി പ്രതിപക്ഷ നേതാവായിരിക്കെ ദുബായ് അല്ഖറൂദില് ചേര്ന്ന പുതുച്ചേരി പ്രവാസി അസോസിയേഷന് (നോര്പ്പ) യോഗത്തില് പങ്കെടുക്കാനെത്തിയപ്പോഴാണ് ഫയാസിന്റെ വാഹനത്തില് പോയത്. കേന്ദ്രമന്ത്രി ഇ അഹമ്മദ് അടക്കമുള്ള ലീഗ് നേതാക്കളുമായും ഫയാസിന് അടുത്ത ബന്ധമുണ്ടെന്ന വിവരവും പുറത്തുവന്നു. നോര്പ്പ ജനറല് സെക്രട്ടറിയും മാഹിയിലെ കോണ്ഗ്രസ് പ്രവര്ത്തകനുമായ റമീസ് അഹമ്മദാണ് ഫയാസിന്റെ വാഹനത്തില് ഉമ്മന്ചാണ്ടി സഞ്ചരിച്ച കാര്യം പുറത്തറിയിച്ചത്.
ഉമ്മന്ചാണ്ടിയുമായി ഫയാസിന് വര്ഷങ്ങളായുള്ള ബന്ധമാണെന്ന് ദുബായിലുള്ള റമീസ് ഫോണില് ദേശാഭിമാനിയോട് പറഞ്ഞു. മുഖ്യമന്ത്രി പങ്കെടുത്ത ചടങ്ങിന്റെ ഫോട്ടോ തന്റെ കൈയിലുണ്ട്. കേരളത്തില് രാഷ്ട്രീയവിവാദമായി പ്രശ്നം മാറുമെന്നതിനാല് തല്ക്കാലം പുറത്തുവിടില്ല. തന്റെ ചാനല് അഭിമുഖത്തിന്റെ പേരില് തന്നെ വലിയ വിമര്ശമാണ്-റമീസ് വ്യക്തമാക്കി. തലശേരിയില് ഉമ്മന്ചാണ്ടി ഫയാസുമായി ഇരുപത് മിനിറ്റ് സംസാരിച്ച കാര്യവും പുറത്തുവന്നു. ഉമ്മന്ചാണ്ടി തലശേരിവഴി പോയപ്പോള് ദേശീയപാതയില് വാഹനം നിര്ത്തിയാണ് ഫയാസുമായി സംസാരിച്ചത്. ഉമ്മന്ചാണ്ടിയുടെ വാഹനം നിര്ത്തി കയറാനും സംസാരിക്കാനും കഴിയുംവിധം അടുത്ത ബന്ധമാണ് ഫയാസിന് ഉള്ളതെന്ന് ഇത് വ്യക്തമാക്കുന്നു.
മുസ്ലിംലീഗ് ദേശീയ നേതൃത്വത്തിലേക്ക് പ്രവാസിയായ അമ്മാവന് തൊണ്ടന്റവിട ഇബ്രാഹിംകുട്ടിയെ ഫയാസ് കൈപിടിച്ചുയര്ത്തിയത് ഇ അഹമ്മദുമായുള്ള അടുപ്പം വഴിയായിരുന്നു. ദുബായില് മുസ്ലിംലീഗ് സംഘടനയായ കെഎംസിസിയുടെ ഭാരവാഹിമാത്രമായ ഇബ്രാഹിംകുട്ടിയെ നിലവിലുള്ള ഭാരവാഹികളെ വെട്ടിയാണ് ലീഗിന്റെ മാഹി ജില്ലാ സെക്രട്ടറിയും പിന്നീട് ദേശീയസമിതി അംഗവുമാക്കിയത്. ലീഗിന്റെ മാഹിയിലെ സ്ഥാപക നേതാവും പുതുച്ചേരി സംസ്ഥാന മുന് പ്രസിഡന്റുമായ സി വി സുലൈമാന്ഹാജിയെ ഒതുക്കിയാണ് ഫയാസ് അമ്മാവനെ ലീഗ് നേതൃത്വത്തിലെത്തിച്ചത്. എന്നാല്, തനിക്ക് ഫയാസുമായി ബന്ധമില്ലെന്നും താന് അത്തരക്കാരനല്ലെന്നും ഇ അഹമ്മദ് പ്രതികരിച്ചു. ഇ ടി മുഹമ്മദ്ബഷീര് ഉള്പ്പെടെയുള്ള ലീഗ് നേതാക്കളുമായും ഫയാസിന് ബന്ധമുണ്ട്. ദുബായ് സന്ദര്ശിക്കുന്ന മുസ്ലിംലീഗ്, കോണ്ഗ്രസ് നേതാക്കളെ സ്വീകരിക്കുന്നത് ഫയാസ് നേരിട്ടാണ്.
ഇതിനിടെ, ഫയാസിന്റെ കോടിയേരി പാറാല് അറബിക് കോളേജിനടുത്ത വീട്ടിലും ഈസ്റ്റ് പള്ളൂരിലെ തറവാട്ടിലും കസ്റ്റംസ്-സിബിഐ ഉദ്യോഗസ്ഥര് വ്യാഴാഴ്ച റെയ്ഡ് നടത്തി. ചിലരേഖകളും വിവരങ്ങളും സംഘത്തിന് ലഭിച്ചതായി സൂചനയുണ്ട്. ഫയാസിന്റെയും സുഹൃത്ത് കുയ്യാലി എംസി എന്ക്ലേവിലെ അഷറഫിന്റെയും സാമ്പത്തിക-തീവ്രവാദ ബന്ധങ്ങളെക്കുറിച്ച് അന്വേഷിക്കുന്നതിന് ഐബി ഉദ്യോഗസ്ഥരും തലശേരിയിലെത്തിയിട്ടുണ്ട്. വടകര താഴെ അങ്ങാടിയിലുള്ള ഫയാസിന്റെ ഭാര്യവീട്ടിലും റെയ്ഡ് നടത്തി. ലാപ്ടോപ്പും രേഖകളും ഫോട്ടോ ആല്ബവും പിടിച്ചെടുത്തു. ഫയാസിന്റെ ഭാര്യ ഷബിനയും ബാപ്പ റഷീദും ഗള്ഫിലായതിനാല് വീട് അടച്ചിട്ടിരിക്കുകയായിരുന്നു. താഴെ അങ്ങാടിയിലെ ഭാര്യവീട്ടിനു സമീപത്ത് ഫയാസ് കൂറ്റന് ബംഗ്ലാവ് നിര്മിക്കുന്നുണ്ട്. ബുള്ളറ്റ് പ്രൂഫ് സംവിധാനത്തിലാണ് വീടിന്റെ നിര്മാണം.

Modi is the best leader, says former SC Judge V.R.Krishna Iyer
In an interview with Tamil magazine Kumudam, Justice Krishna Iyer praised Shri Narendra Modi and described him as the best leader. Justice Iyer credited Shri Modi for delivering a corruption-free Government in Gujarat. He also said that the people have given Modi the opportunity to serve them because of his administrative capabilities. Justine VR Krishna Iyer stands out as among the most distinguished stalwarts of the legal fraternity. He has served as a legislator, Minister as well as a Judge in the Honorable Supreme Court thus serving in the legislature, executive and the judiciary. He has also been associated with the Left movement in India.
Speaking about the governance record of Modi, Justice Iyer said, “Is he not the one who has taken the solar usage to the common man in Gujarat?For the State budget if one door is shut, he lead it through alternative ways. He is not thinking over it for months.” Justice Iyer went on to say, “He has created more job opportunities in (the) State. He has shown ways for peaceful living of the people.” On being asked about the harmony among communities in Gujarat, Justice Iyer said, “Already there is communal harmony in Gujarat.”
Justice Iyer saw Modi as a leader who can effectively serve the nation. He said, “Can’t one who has been guiding the State for three consecutive terms not guide the nation? Definitely he can.” Justice Iyer expressed confidence that Modi possesses the capacity to guide the nation. “India is going to develop under his leadership. These days are not off,” said Justice Iyer. In the interview, Justice Iyer expressed confidence that Shri Modi will take the nation to Gandhian ways. He also expressed faith that Modi will emerge out of various conflicts.

Narendra Modi has shown deep respect to Justice Krishna Iyer, who has written letters to the Chief Minister praising him for his development initiatives. In 2011, Justice Iyer lauded Modi for his decision to donate the proceeds from all the gifts he receives as Chief Minister for promoting the girl child’s education. Modi wrote on his blog that he was overjoyed to read the letter from Justice Iyer.
Later, in September 2012 when Modi completed 4,000 days of service as the Chief Minister of Gujarat, he shared two more letters by Justice Krishna Iyer written to Shri Modi. In one of the letters Justice Iyer describes Modi as a creative administrator and a humanist wonder. Surat best to live in, Ahmedabad finishes close second: Survey
AHMEDABAD: Living in Ahmedabad and Surat is a blessing if one considers quality of life as compared to other major cities of the country. Or so the state government claims. On Thursday, the Gujarat information department in a press release claimed that Ahmedabad was runners up while Surat won at the Annual Survey of India's City-Systems ( ASICS) in different categories.
The survey included 11 cities with sizeable population. The survey covered aspects like: urban planning and design, urban capacities and resources, empowered and legitimate political representation and transparency and accountability. These factors were defined as important issues related to the quality of life in a city. Indian cities have scored in the range of 0.7 to 4.5 on a scale of 0 to 10, across all four categories. The cities of New York and London were taken as benchmarks as they scored between 8.1 and 9.9 on the same scale. The average scores of Indian cities in each of the four categories was bound between 2.2 and 3.4. But experts who did the analysis claimed that there were wide variations in scores between cities within each category. Most cities were tended to be strong in certain areas and weak in others.

Gujarat's power sector turnaround story -A case study for Kerala
Executive Summary: Gujarat's power sector was in a shambles in 2001, when Narendra Modi became chief minister. A decade later it is in the forefront of states that have carried out sweeping power reforms, as a result of which it now has surplus power. This case study details the key steps the government took to bring about the change, which was carried out in a manner fair to all stakeholders.
When Narendra Damodardas Modi took over as chief minister of Gujarat in October 2001, he found the state's power situation grim. The Gujarat State Electricity Board, or GSEB, had posted a loss of Rs 2,246 crore for 2000/01, on revenues of Rs 6,280 crore. Interest costs alone were Rs 1,227 crore. Transmission and distribution, or T&D, losses were a substantial 35.27 per cent, and load shedding was frequent. GSEB had no funds to add generation capacity on its own, nor was it able to persuade the private sector to invest.
Reforming the GSEB, thus, became one of Modi's top priorities. "He feared that a bankrupt power utility could derail his vision for the state," says Saurabh Patel, Gujarat's Industries and Power Minister, then as now. "He knew electricity is crucial for growth."
Modi's first step was to identify a bureaucrat capable of taking on the enormous challenge. He chose Man- jula Subramaniam, a Gujarat cadre officer, who had been joint secretary in the prime minister's office from 1993 to 1998, playing a key role in the country's liberalisation, and appointed her Chairperson of GSEB and Principal Secretary, Energy and Power.
Subramaniam quickly realised that GSEB was too large an entity to be managed effectively. But she did not rush into unbundling it. Instead, she initially concentrated on two areas: bolstering the power utility's finances and building employee morale. Discovering that GSEB had secured loans at interest rates of 18 per cent or more, she sought debt restructuring, convincing banks and financial institutions to lower their rates, which resulted in savings of Rs 500 crore in 2002/03.
Her next step was more radical. Rarely before had electricity boards renegotiated power purchase agreements, or PPAs, already signed with private players. But having examined the PPAs her board had entered into, Subramaniam felt the heat rate - a measure of generator efficiency - had been inflated by the power suppliers, who were consequently charging more than they should have.
Though the private players initially resisted, the government-constituted committee set up for the process stood firm, and ultimately, after more than 18 months of hard bargaining, got the rates lowered, leading to a further saving of Rs 675 crore in 2002/03 and Rs 1,000 crore in 2003/04.
Simultaneously, Modi's government began plugging the leakages in distribution. Power thefts in Gujarat then ranged between 20 per cent in urban areas and 70 per cent in rural regions. It passed a law against power thefts and set up five police stations across the state, solely to nab such thieves. Stringent action began against those who ran up large power bill arrears, including disconnecting their supply.
Unmetered power supply, which some rural areas were getting was stopped altogether, with GSEB entering into a structural loan re-adjustment with Asian Development Bank to fund the installing of meters.
Subramaniam also found that many employees, disturbed by widespread talk of power reforms, feared for their jobs, and were feeling somewhat alienated from GSEB. She appointed a consultant to suggest ways to win back their loyalties.
From mid-2002, armed with the consultant's suggestions, the board began its special effort to reach out to employees. It started training programmes at all levels to reassure them that while people may be redeployed, no one would be laid off. Senior officials increased their interactions with the staff, including holding 'town hall' meetings where they shared details of the board's financial position and encouraged employees to ask questions. An internal newsletter was also started.
Once assured of retaining their jobs, the employees themselves began discussing possible reforms. A 'reforms progress management group', comprising GSEB employees, was also set up.
It was now time for the unbundling. In May 2003, the Gujarat government passed the Gujarat Electricity Industry (Reform and Reorganisation) Act, which divided the GSEB into a holding company, a power generation company, a power transmission company and four distribution companies. This enabled better management and more efficient operations.
Another key reform was the separation of the feeder line that supplied power to the rural areas into two: one to supply power for agricultural needs and other for household and other needs. This was part of the Jyoti Gram Yojna, a scheme Modi announced in 2003 to supply round-theclock power to villages.
"A single feeder has its limitations," says Mukesh Puri, Managing Director of the holding company, Gujarat Urja Vikas Nigam. "The villages got power for only 12 to 15 hours a day, often of poor quality and at odd hours."
Since the tariff for power used for agricultural purposes was much lower, many used this subsidised supply for their household needs as well, resulting in huge losses for GSEB.
"The chief minister asked us to have separate feeders, which was a path-breaking step no state had attempted before," Puri adds, "The results were good." Though many rural residents had higher power bills to pay than in the past, they cooperated with the government, once they found they were assured of uninterrupted, better quality power.
A study by Indian Institute of Management, Ahmedabad has estimated that the project saved the state capital expenditure of around Rs 23,000 crore, or about 5,000 megawatts, or MW.
The Modi government has also taken scrupulous care to ensure that the state electricity regulator - unlike in most states - remains truly independent of political pressures. The regulator has, thus, been able to revise power tariffs every year, which ensured the state bridged the gap between the average cost of supply and what users paid for it.
The result? The state electricity board posted its first profit of Rs 203 crore - after tax - in 2005/06. By 2010/11, net profit had risen to Rs 533 crore, while T&D losses had fallen to 20.13 per cent. Tariff collection efficiency is close to 100 per cent. Private players, once reluctant to invest in Gujarat's power generation, are now rushing in: of the power plants with a total installed capacity of 16,945 MW coming up in the state, 6,864 MW - or roughly, a third - is by the private sector. "Abundant power is a major USP of our state today," says minister Patel.

When Narendra Damodardas Modi took over as chief minister of Gujarat in October 2001, he found the state's power situation grim. The Gujarat State Electricity Board, or GSEB, had posted a loss of Rs 2,246 crore for 2000/01, on revenues of Rs 6,280 crore. Interest costs alone were Rs 1,227 crore. Transmission and distribution, or T&D, losses were a substantial 35.27 per cent, and load shedding was frequent. GSEB had no funds to add generation capacity on its own, nor was it able to persuade the private sector to invest.
Reforming the GSEB, thus, became one of Modi's top priorities. "He feared that a bankrupt power utility could derail his vision for the state," says Saurabh Patel, Gujarat's Industries and Power Minister, then as now. "He knew electricity is crucial for growth."
Modi's first step was to identify a bureaucrat capable of taking on the enormous challenge. He chose Man- jula Subramaniam, a Gujarat cadre officer, who had been joint secretary in the prime minister's office from 1993 to 1998, playing a key role in the country's liberalisation, and appointed her Chairperson of GSEB and Principal Secretary, Energy and Power.
Subramaniam quickly realised that GSEB was too large an entity to be managed effectively. But she did not rush into unbundling it. Instead, she initially concentrated on two areas: bolstering the power utility's finances and building employee morale. Discovering that GSEB had secured loans at interest rates of 18 per cent or more, she sought debt restructuring, convincing banks and financial institutions to lower their rates, which resulted in savings of Rs 500 crore in 2002/03.
Her next step was more radical. Rarely before had electricity boards renegotiated power purchase agreements, or PPAs, already signed with private players. But having examined the PPAs her board had entered into, Subramaniam felt the heat rate - a measure of generator efficiency - had been inflated by the power suppliers, who were consequently charging more than they should have.
Though the private players initially resisted, the government-constituted committee set up for the process stood firm, and ultimately, after more than 18 months of hard bargaining, got the rates lowered, leading to a further saving of Rs 675 crore in 2002/03 and Rs 1,000 crore in 2003/04.
Simultaneously, Modi's government began plugging the leakages in distribution. Power thefts in Gujarat then ranged between 20 per cent in urban areas and 70 per cent in rural regions. It passed a law against power thefts and set up five police stations across the state, solely to nab such thieves. Stringent action began against those who ran up large power bill arrears, including disconnecting their supply.
Unmetered power supply, which some rural areas were getting was stopped altogether, with GSEB entering into a structural loan re-adjustment with Asian Development Bank to fund the installing of meters.
Subramaniam also found that many employees, disturbed by widespread talk of power reforms, feared for their jobs, and were feeling somewhat alienated from GSEB. She appointed a consultant to suggest ways to win back their loyalties.
From mid-2002, armed with the consultant's suggestions, the board began its special effort to reach out to employees. It started training programmes at all levels to reassure them that while people may be redeployed, no one would be laid off. Senior officials increased their interactions with the staff, including holding 'town hall' meetings where they shared details of the board's financial position and encouraged employees to ask questions. An internal newsletter was also started.
Once assured of retaining their jobs, the employees themselves began discussing possible reforms. A 'reforms progress management group', comprising GSEB employees, was also set up.
It was now time for the unbundling. In May 2003, the Gujarat government passed the Gujarat Electricity Industry (Reform and Reorganisation) Act, which divided the GSEB into a holding company, a power generation company, a power transmission company and four distribution companies. This enabled better management and more efficient operations.
Another key reform was the separation of the feeder line that supplied power to the rural areas into two: one to supply power for agricultural needs and other for household and other needs. This was part of the Jyoti Gram Yojna, a scheme Modi announced in 2003 to supply round-theclock power to villages.
"A single feeder has its limitations," says Mukesh Puri, Managing Director of the holding company, Gujarat Urja Vikas Nigam. "The villages got power for only 12 to 15 hours a day, often of poor quality and at odd hours."
Since the tariff for power used for agricultural purposes was much lower, many used this subsidised supply for their household needs as well, resulting in huge losses for GSEB.
"The chief minister asked us to have separate feeders, which was a path-breaking step no state had attempted before," Puri adds, "The results were good." Though many rural residents had higher power bills to pay than in the past, they cooperated with the government, once they found they were assured of uninterrupted, better quality power.
A study by Indian Institute of Management, Ahmedabad has estimated that the project saved the state capital expenditure of around Rs 23,000 crore, or about 5,000 megawatts, or MW.
The Modi government has also taken scrupulous care to ensure that the state electricity regulator - unlike in most states - remains truly independent of political pressures. The regulator has, thus, been able to revise power tariffs every year, which ensured the state bridged the gap between the average cost of supply and what users paid for it.
The result? The state electricity board posted its first profit of Rs 203 crore - after tax - in 2005/06. By 2010/11, net profit had risen to Rs 533 crore, while T&D losses had fallen to 20.13 per cent. Tariff collection efficiency is close to 100 per cent. Private players, once reluctant to invest in Gujarat's power generation, are now rushing in: of the power plants with a total installed capacity of 16,945 MW coming up in the state, 6,864 MW - or roughly, a third - is by the private sector. "Abundant power is a major USP of our state today," says minister Patel.

However, one state that remained totally unaffected from the massive power crisis across more than half of India was Gujarat.
Since the last three days, there has been renewed focus on Gujarat’s success in the power sector. From international media houses, the Indian mainstream media to the netizens on Twitter, Gujarat’s “brightness” in the time of Delhi and other part’s “darkness” became the hot topic of discussion.
Yet again, Gujarat established itself as a benchmark of development and transparent governance. Dated 1st August 2012, leading international newspaper Wall Street Journal carried a story titled “More Power to India’s States” in which it critiqued the lack of reforms in the Indian power sector for the last few years. Wall Street Journal however notes Gujarat’s success in the power sector as a major exception. It writes, “But perhaps the greatest display of political gumption and policy creativity comes from Gujarat in the west.
Chief Minister Narendra Modi’s first victory was curbing the theft of power, one reason for transmission and distribution losses.” WSJ notes that Gujarat’s biggest innovative zeal has been to establish a parallel distribution network that has led to stability in supply along with giving farmers competitive prices.
It acknowledges Gujarat as, “…the only Indian state that generates more power than it consumes.” But WSJ notes that while all states may not be as bold as Gujarat, the real scope for power reforms comes from the states Shri Narendra Modi is a stark contrast to the Centre and could be an inspiration for other states.
Similar praise for Gujarat’s power sector turnaround has come from leading international brokerage firm CLSA. CLSA noted how Gujarat made 100% power in the villages a reality ending a history of power theft and poor management.
The Indian media has been equally forthcoming in praising Gujarat’s power successes. The Times of India carried a story with a catchy title, ‘Power grid failure: Amid gloom, Gujarat sets an example.’ The story notes how it is not only the big cities of Gujarat but also the 18,000 villages of the state that are beneficiaries of uninterrupted electricity.
It also notes the success of the Jyotigram Yojana in this commendable transformation.Gujarat’s power sector turnaround is the result of a determined effort that began approximately a decade ago.
In February this year, leading business magazine Business Today did a comprehensive narrative of what Gujarat did differently that led to this amazing turnaround.
Till a decade ago, Gujarat’s power sector was in urgent need of reform. The state electricity board GSEB was incurring heavy losses, interests were rising and transmission losses were frequent. These were exactly the things Shri Modi altered when he took charge. Beginning with restructuring finances, Shri Modi went on to unleash other reforms including renegotiating power purchase agreements and controlling leakages.
An act passed in 2003 even enabled better management. The rest of course is history…Today not only has the power sector witnessed a complete turnaround but also Gujarat’s power companies are winning awards at the national level. In March this year, 3 companies of the Gujarat Government were awarded for their outstanding performance in the power sector.But, if you thought Gujarat was content with these advances you may want to think again. Despite being a power surplus state, Gujarat is looking at making wide scale advances in renewable sources of energy.
Shri Modi began with solar power and is now moving towards wind, thermal and tidal energy.
In April this year he inaugurated Asia’s largest solar park at Charanka in Mehsana. Days later he dedicated India’s first canal top solar power project to the nation.
All these advances have received praise from none other than UPA Cabinet Minister for Renewable Energy Dr. Farooq Abdullah. Thus, as India plunged into darkness clamour for asking the other states and particularly the Centre to emulate Gujarat’s model of power reforms is only increasing. Shri Modi himself came down heavily on the Centre’s mismanagement of the power sector.
Expressing his views on Twitter, he said, “Pradhan Mantri ji, 60 cr people & 19 states are in darkness. Country wants to know is there any coalition dharma you are following here too?” He added, “With poor economic management UPA has emptied pockets of common man; kept stomachs hungry with inflation & today pushed them into darkness!”
The power is the lifeline of any nation’s growth. Such blackouts do not augur well for an aspiring superpower likes India. In such a time, it was heartening to see Gujarat’s power sector turnaround being appreciated across various sections of the national and international media, thinkers and netizens. When Shri Modi assumed office, the request people made to him was to give them as much electricity that they can enjoy their evening meal.
Today, the entire Gujarat is covered by brightness, every single day of the year!

Gujarat riots: IUML MLA gives clean chit to Narendra Modi

Thiruvananthapuram, Mar 8: An MLA of the Indian Union Muslim League (IUML) that is part of the Congress-led UDF government in Kerala has absolved Gujarat Chief Minister Narendra Modi of any blame whatsoever in the post-Godhra riots.
Addressing a IUML meeting at Panoor in Kerala on Wednesday, the legislator KM Shaji said that Modi has not tried to implement the BJP's Hindutva agenda in Gujarat.
According to Shaji, Modi cannot be held guilty of killing Muslims. Nor did he have a role to play in the destruction of any masjid, Shaji averred.
The MLA quoted human rights activists as saying that some leading businessmen engineered the Gujarat riots.
Shaji noted that big industrial houses set up shop in Gujarat not too long after violence ravaged the state in 2002.
Pointing to the harmony between Gujarati Muslims and Hindus, he said that members of the minority community have welcomed Modi's good governance.
Gujarat has witnessed rapid development over the past one decade and the steps taken by the BJP regime should be emulated by other states in order to achieve similar growth, the MLA stressed.
Incidentally, several IUML leaders were present on the dias while Shaji gave a clean chit to Modi but none of them objected to his praise of a political rival.
The surprising aspect is that IUML never misses a chance to target the BJP.
Now that Modi is emerging as the clear frontrunner in the race for the prime minister's post and more than one stalwart in the main opposition party has already endorsed his candidature, it looks like IUML is looking to mend fences with him.
Whether this is a pointer of things to come remains to be seen. Bihar Chief Minister Nitish Kumar has repeatedly hinted that Janata Dal (United) could walk out of the NDA if his Gujarat counterpart is projected as the BJP's choice for the top post. Shaji's comments show that there are no lifelong enemies in politics. Probably Modi may one day get Kumar's backing too.

Muslims won't mind if Modi is elected PM: Vastanvi- Former vice chancellor of Darul Uloom Deoband

Former vice chancellor of Darul Uloom Deoband, Ghulam Muhammad Vastanvi on Sunday said that Muslims should not have any problem if people of the country elects Gujarat chief minister Narendra Modi as the Prime Minister. "If our country makes him Prime Minister, there is no reason for us to have any objection (Agar apna mulk unko PM banata hai to hamari taraf se koi inkaar to ho hi nahi sakta)," Vastanvi told reporters in Ahmedbad on Sunday when he was asked him about his views about Modi as prime ministerial candidate.
He was here in the city to attend a 'samuhik nikaah' or mass marriage function organised by the Gujarat Sarvajanik Welfare Trust where 162 Muslim couples tied the knot on Sunday.
When asked about his take on the plight of minorities particularly Muslims in Gujarat, he said, "For the past 10 years there is BJP rule in the state. If the BJP government works for Muslims, then Muslims will support it and if it does not, then they will move away."he said at the function which was also attended by Dariyapur's Congress MLA Gyasuddin Shaikh and local councillor Badarudding Shaikh.
For Gujarat Muslims, it is all about development
Salaya, where the BJP fielded 24 Muslim candidates, besides three candidates from the reserved category, and won all 27 seats, is not an isolated case. The saffron party had fielded 140 Muslim candidates in 75 municipalities, of which 85 were victorious. In the polls held in October 2010 and February 2011 for 53 and 27 municipalities respectively, the party had given tickets to 325 Muslims, of whom 192 won.
There are pockets in many of these municipalities, where non-Muslim candidates fielded by the BJP have won from Muslim-dominated wards. The results not only indicate the party’s acceptability among the community, it is also helping it to promote the development agenda. “Results show that the Muslim community wants development. Apart from Salaya in Jamnagar, Kodinar in Junagadh district also got eight municipal councillors elected on BJP tickets. The Congress had fielded six candidates and the BJP had given tickets to Muslim candidates in Kodinar, which is dominated by Muslims. There are Hindu candidates who have won from the wards, which are dominated by Muslim voters,” said Mahebubali Bava, president of the BJP Minority Morcha. “This shows that the community wants development and they have understood that they have been treated only as vote-bank,” he added.
Citing the instance of a civic body in Navsari district, Bava said, “I visited a Muslim locality Gandevi in 2011. I found that after so many years of independence and despite Gandevi having a municipality, the locality didn’t have proper roads, drinking water supply and streetlights. I talked to the people and promised them that if BJP came to power, the face of the area would change. We gave tickets to four Muslim candidates, all of whom won and now the area has a water filter plant, an RCC (reinforced cement concrete) road and automatic streetlights.”
“Development is all about delivery of services and satisfying people’s need. So now a big section of the Muslim community, which is still deprived of basic facilities, is experiencing the delivery of such public amenities and trusting BJP’s development agenda. This is not only helping the party in municipal elections but also in the assembly elections,” Bava said.
Asifa Khan, spokesperson of BJP, who recently shifted to the saffron party from the Congress, agrees with Bava’s views. “Look at the results of Vagra and Bharuch assembly constituency. Vagra has 44% Muslim voters of which 34% had voted in the election and yet BJP’s Hindu candidate won against Congress’ candidate,” she said, adding, “The government’s development work is reaching out to the people without any distinction of religion or caste. As a result, along with all other communities of the state, Muslims are also benefiting.”
“As our chief minister (CM) Narendra Modi talks about all the six crore Gujaratis, government designs schemes and programmes to fulfil people’s need and the CM personally ensures their effective implementation. The perception of the Muslim community has changed; earlier, it was believed that it would vote only for the Congress. They are now happily voting for the BJP,” Khan added.
Regarding absence of Muslim candidates in the assembly polls, Khan said, “It was never a demand from the Muslim community for assembly tickets. Even if there would have been tickets for Muslims, the number would not have been more than two or three. Now these few MLAs cannot help the whole community to develop. If it would be the case, there are 69 Muslim MLAs in Uttar Pradesh; look at the condition of Muslims there! Today, the community has far important issues than assembly tickets, such as development and education.”
Commenting on the Congress’ defeat in municipal elections, Khan said, “Had Muslim councillors of the Congress worked in their areas, they would have never faced such a situation. They don’t function for the people of their own community, whereas a Hindu councillor of the BJP helps Muslims to get the signature of a BJP MLA for his Haj pilgrimage. It seems a small gesture, but it creates a big change in the community’s perspective.”
The reason for Bihar Chief Minister Nitish Kumar disliking Narendra Modi doesn’t seem to work among Gujarat’s Muslims. Keeping Hindu and Muslim identities aside, doesn’t everybody need water taps, good roads and streetlights? Modi knows it, BJP’s grassroots-level municipal councillors understand it and his administration delivers it.
Gujarat's Industrial investment has grown from Rs 66,000 crore in 2000 to Rs 2,40,000 crore in 2010 at a compounded annual growth rate ( CAGR) of 22%. Gross output, too, has grown at a handsome rate of 22%. There were about 1,000 medium and large factories added during this period. Now, Maulana Mahmood Madani backs Modi: More worry for Congress?
New Delhi, Feb 18: Who said the name Narendra Modi only ignites anti-Muslim sentiments? Maulana Mahmood Madani, general secretary of Jamiat Ulama-i-Hind recently said that the outlook of the Muslims in Gujarat towards the state's chief minister was changing and several Muslims had voted for him in the last assembly elections. "In Gujarat, Jamiat workers on the ground have told me that in several assembly segments, Muslims voted for Modi. There is a perceptible change and circumstances are different now... Muslims in Gujarat are economically better off than in several states which have so-called secular governments in power," Madani told a news channel. The BJP came up with a good performance in the Muslim-dominated areas in the recent civic polls in the state. The party particularly boasted its result in Salaya, an area comprising 90% Muslim population but where the Congress could not win a single seat. In fact, all 24 minority candidates whom the BJP fielded in the municipal poll had won. The party also snatched 10 seats from the Congress and bagged 47 out of 75 seats. Madani said Modi was no longer an 'untouchable' man for the Muslims, adding that the condition of the Muslims in states like Maharashtra and West Bengal, which are claimed to be run by secular governments is appalling. He also said that Muslims in Bihar were voting in favour of the BJP which is in alliance with the secular JD(U). Madani's comment is significant for it was he who had played a key role in ousting Ghulam Mohammed Vastanvi, the rector of Dar-ul-Uloom, Deoband, a couple of years earlier for his pro-Modi remark. Madani's remark will undoubtedly boost the saffron brigade to go ahead to declare Modi as its prime ministerial candidate. Though other Muslim organisations like the All India Muslim Personal Law Board (AIMPLB) have slammed Madani for his praising Modi, the BJP leadership felt that Madani's remark was realistic. AIMPLB leader Maulana Khalid Rashid Firangi Mahli said the 2002 Gujarat progrom could not be ignored and there was no question of supporting Modi. He was referring to talks that Modi might contest the next Lok Sabha election from UP. Majority-minority debate will continue but what is significant is that it is the question of development which is gaining prominence over Hindutva. "In Gujarat, Jamiat workers on the ground have told me that in several assembly segments, Muslims voted for Modi. There is a perceptible change and circumstances are different now," said Madani to the channel. Madani said, "Some Muslims have indeed voted for Modi primarily for two reasons — fear and that the alternative is not good enough either." While the BJP was quick to embrace Madanis remarks, Congress dismissed them saying it may be his personal opinion and that not all Muslims subscribe to that view. "Muslims in Gujarat are economically better off than in several states which have so-called secular governments in power. More innocent Muslims are in the prisons of Maharashtra than in Gujarat. The human rights record of several states with secular governments in power is deplorable and the economic situation of Muslims in West Bengal is shocking. These states don't have a Modi at the helm. We cannot ignore this ground reality," Madani told the channel. About development in Gujarat, Madani said, "There cannot be development without justice. The culprits in 2002 riot victims must be punished." Breaking News! A day after he praised Gujarat Chief Minister Narendra Modi for adopting a perfect development model to woo investors to his state, CPM MP from Kannur, A P Abdullakutty, was suspended from the party for one year. According to the CPM sources, the decision to suspend Abdullakutty, was taken in order to maintain discipline in the party. Abdullakutty, a two-time MP from Kannur, defended his statement, saying he did nothing wrong by praising a Chief Minister, who put his state on the path of high growth and development. Abdullakutty also said he intended to trigger a positive debate on development irrespective of party politics.

Modi sweep: Muslim majority town elects all BJP candidates

Ahmedabad, Feb 12: It was a straight fight and the BJP created history by winning all 27 seats of town municipality in Salaya, a Muslim-majority town in Dwarka district. Salaya is know for its mega power project and now it will be known for giving Gujarat Chief Minister Narendra Modi another triumph in the development agenda. Among BJP's 27 candidates, 24 were Muslims while remaining three were Hindus including one Scheduled Tribe (ST) candidate. The BJP's sweep in a township comprising 90 percent Muslims will take wind of many psedo-secular elements. Of the 27 seats spread over nine wards, BJP candidates won unopposed on four seats in state municipal elections. Voting for remaining 23 seats took place on Sunday (10th February) with Congress in straight fight with BJP. The Congress party candidates even lost deposit on three seats. Salaya has been enjoying fruits of development with Essar Energy's integrated energyc company establishing a power unit to generate 1200 mw. Salaya I is Essar Energy's first coal fired power project and has been built at a total investment cost of US$1.1 billion. Most of the power produced will be sold to the Gujarat state electricity utility, GUVNL, under a long term contract. When all the units are commissioned, the project is expected to generate nearly 2000 mw power. Salaya will also be getting a world-class marine infrastructure project with a state-of-the-art material handling facility. The bulk handling port will be capable of handling 20 MMTPA of cargo. The jetty is located in the Salaya Harbour, which is naturally protected by two islands - Kalubhar Tapu and Dhani Be. Essar has been conducting various projects under its social development initiative in Salaya. To empower the local women, Essar Foundation runs a stitching centre in Salaya. The Foundation is supporting the stitching center by providing skills and creating new business opportunities. This will also provide the associated families with an alternative source of income, by establishing market linkages. The stitching center at Salaya initially started as a small community program by the local Wagher Muslim Community Jamat, with the idea to provide skill development to the women without them having to leave their houses. The center is also imparting the women several life skills such as basic literacy, personality development, accounts and business entrepreneurship.

Tanker explosion: death toll rises to 6
Kannur: With Ramlath and Geetha succumbing to injuries following the explosion of LPG tanker at Chala in Kannur, the death toll in the mishap has risen to six. Five out of the six deceased victims are women.
Rama and Nirmala, died here Wednesday morning. They were under Abdul Aziz (55), a Chala resident and a woman who was identified as Sreelatha (47) are others who have been killed in the explosion. The condition of the injured are said to be highly critical.
The tanker lorry was on its way to Kannur from Kozhikode when the incident occurred. Casualties could have been averted had the driver and cleaner of the vehicle informed the authorities on time and alerted the locals about the accident which happened at around 11 pm.
The tanker overturned after hitting a divider near the Chala bypass junction in the Kuthuparamba-Kannur Road. The vehicle started emitting thick white smoke soon and exploded within 15 minutes. Around 20 houses and 10 shops nearby were gutted. Most of the injured were living in the houses nearby. The driver cabin of the ill-fated tanker was blown away and fell 30 metres away in front of a shop.
Thirteen injured persons have been admitted to Pariyaram Medical College hospital. Twelve others have been admitted to Kannur AKG Hospital.

Shukoor murder case: P Jayarajan arrested
Kannur: Police arrested CPM Kannur district secretary P Jayarajan in connection with the Shukoor murder case. His arrest was recorded when Jayarajan appeared before the special investigation team for interrogation. Jayarajan reached the Town CI office in the morning along with a contingent of leaders and activists who accompanied him from the district committee office. MP Jayarajan, P K Sreemathi, James Mathew MLA were also with him.
Jayarajan was arrested under Section 120B, 118 for criminal conspiracy and for not stopping the crime though he was aware of it. With Jayarajan's arrest being recorded, his followers went into a protest mode and stoned police vehicles. He was taken to the court despite the strong protest by CPM activists. The police had infact taken all precautionary steps anticipating his arrest.

Chandrasekharan murder: Three taken into custody
Kozhikode: The Kerala Police Saturday took into custody three suspects who are believed to be involved in the brutal murder of a former firebrand leader of the Communist Party of India-Marxist (CPI-M), who was hacked to death near here.
T.P. Chandrasekharan, 51, was killed in Onchiyam near here Friday night while returning home on a two-wheeler. Police said his face was badly disfigured.
The vehicle which the killers used, an Innova, has also been taken into custody.
Speaking to IANS, a top police officer on condition of anonymity, said that those who have been picked up include facilitators, who are also likely to be involved in the crime.
'So far, no arrests have been made. But the investigation is going on. We are certain that we will be able to crack the case,' said the top police official.
Director General of Police Jacob Punnoose told the media in New Delhi: 'As of now it looks like a pre-planned attack. A special police team has been formed to investigate it.'
Chandrasekharan's body was taken from the Kozhikode Medical College hospital to the Town Hall for the public to pay homage and from there, it was taken to his home town.
The funeral will take place Saturday night.
Everywhere, huge crowds had gathered to have a one last look of the popular local leader who was brutally murdered.
Meanwhile, both the ruling coalition as well as the opposition traded charges over the murder.
The Congress Saturday blamed the CPI-M for the murder.
The Congress-led United Democratic Front (UDF) had called for a 12-hour state-wide shutdown Saturday which went off peacefully with shops and offices downing their shutters, but vehicles were allowed to ply.
State Congress president Ramesh Chennithala, who reached Kozhikode told reporters that he has got information that this was a brutal crime that had the concurrence of the CPI- M.
'And now, it is for the police to come out with the truth. This crime shows how the CPI-M deals with its political adversaries,' said Chennithala.
Home Minister T. Radhakrishnan has ordered a probe. Without naming anyone, he said it was known who was behind the murder.
Kerala Chief Minister Oommen Chandy arrived from New Delhi in the wake of the incident.
He reached the home of the deceased and met up with the immediate family members and assured them that the police will crack the case and the guilty will be booked.
Left Democratic Front (LDF) convenor Vaikom Viswam denied the CPI-M's hand in the killing.
'This is (meant) to malign our party,' he said. 'We demand an impartial inquiry.'
Chandrasekharan was close to former chief minister V.S. Achuthanandan, who now heads the opposition in the assembly, who came to pay his last respects.
Chandrasekharan had left the CPI-M in 2008. In the 2009 local body polls, he led his newly-formed Revolutionary Marxist Party to victory in his home panchayat in Onchiyam and also in the nearby villages.

Thumping Victory for UDF - Anoop Wins with margin over 10000
The Congress-led United Democratic Front's (UDF) Anup Jacob won the Piravom assembly by-election in Kerala Wednesday.
Anup Jacob, 34, son of former minister T.M. Jacob, won with a margin of 12,070 votes, defeating his father's old rival, M.J. Jacob of the Communist Party of India-Marxist (CPI-M). While Anoop Jacob (Kerala Congress-Jacob), a constituent
of the UDF, garnered 82,756 votes, LDF'S M J Jacob got 70,686 votes. BJP's K R Rajagopal polled 3241 votes.
It took only 2 hours for the counting process to get over. Counting which began at 8 am was over well before 10 am.Counting first began at the Tiruvankulam and Chottanikara panchayats.
Postal votes was taken up first and LDF candidate M J Jacob took a initial lead. After that Chottanikara and Thiruvankulam panchayat votes were taken up where M J Jacob took a initial lead of 200 votes.
But LDF camp expected a lead of more than 2000 votes from these two panchayaths but secured a lead of only 200 votes. With this lead the LDF camp lost expectations. Later UDF gained clear leads in every panchayat. Anoop who secured lead after the counting of Mulathuruthy panchayath, gradually increased his lead. After the counting was completed in Ambaloor, the lead rose to 5000 and shot up after the counting of Piravom and Thirumaradi. His lead crossed 10,000 after the counting in Elanji panchayat and he bagged a lead of 12,070 votes.
The counting began at 8 am at the Nirmala Juniors school, Muvattupuzha. The results are expected after 10 rounds of
counting.
Over 400 police personnel have been deployed for security.
A record polling of 86.3 per cent was registered in the constiutency this time.

The bypoll was necessecitated following the death of former minister, T M Jacob, father of Anoop Jacob.

Gujarat CM Narendra Modi's open letter to citizens

Yesterday, the Apex Court of the country delivered an important judgment regarding the 2002 communal riots in Gujarat.
Everyone is interpreting this judgment in his own way. For political analysts it has one meaning and for legal experts it has another meaning. Someone is interpreting it as victory someone else as defeat. Everyone has his own point of view.
One thing is apparent from the Supreme Court's judgment. The unhealthy environment created by the unfounded and false allegations made against me and Government of Gujarat, after 2002 riots, has come to an end. For the past ten years, it has become fashionable to defame me and the State of Gujarat. These elements who could not tolerate any positive development of Gujarat have not left any stone unturned to defame Gujarat. It is difficult to say whether this campaign of defamation will stop even after the judgment of the Supreme Court. But one thing is certain that the credibility of those who have been spreading lies and defaming Gujarat has come to its lowest ebb. The people of this country will not trust such elements anymore.
After 2002, Gujarat has not spared any effort to march towards peace, harmony and progress even amidst false propaganda, lies, conspiracies and allegations.
'Six crore Gujaratis' has not remained merely a word. It has become the mantra of unity and human endeavor. Every citizen of Gujarat has internalized peace, harmony and development. Gujarat has experienced an unparalleled phase of peace, harmony, and development in the last decade. Gujarat is committed to march forward on this path only.
There is a famous saying, "Hate is never conquered by hate." The real strength of our country is its unity and harmony. Unity in diversity is the defining feature of India. It is our responsibility to strengthen unity in our social life. We have got an excellent opportunity to proceed with a positive attitude. Hence, let us come together and contribute in enhancing the dignity of Gujarat. I humbly submit before you that, as part of this responsibility to strengthen social harmony and brotherhood, I am thinking of starting a movement of "Sadbhavana Mission."
As part of this Sadbhavana Mission, I have resolved to fast for three days from, Saturday, the 17th September 2011. My fast will conclude on 19th September. I deeply believe that this fast will further strengthen Gujarat's environment of peace, unity and harmony.
Sadbhavana Mission is completely dedicated to the society and the nation. I hope that, our effort to take Gujarat to new heights of development through peace, unity and harmony will contribute immensely in the progress and development of the nation as well.

I humbly submit before you that, as part of this responsibility to strengthen social harmony and brotherhood, I am thinking of starting a movement of "Sadbhavana Mission."
As part of this Sadbhavana Mission, I have resolved to fast for three days from, Saturday, the 17th September 2011. My fast will conclude on 19th September. I deeply believe that this fast will further strengthen Gujarat's environment of peace, unity and harmony.
Sadbhavana Mission is completely dedicated to the society and the nation. I hope that, our effort to take Gujarat to new heights of development through peace, unity and harmony will contribute immensely in the progress and development of the nation as well.

Males below 45 in Kerala, be warned. - Kerala kicks off male sterilisation drive
An ASHA worker or a JPH nurse may appear at your doorway any day to convince you to undergo sterilisation.
The National Rural Health Mission, in an effort to achieve the national Total Fertility Rate (TFR) of 2.1 per cent, has set a target of five male sterilisations every day for district hospitals and two for taluk hospitals.
The male sterilisation programme kicks off on Monday.
The move could invite wide criticism from population experts especially since Kerala is in a comfortable position at 1.7 per cent TFR.
“As per the circular issued by the Central government, the male sterilisation target for district hospitals is five a day and that for taluk hospitals in two daily,” said Dr K.V. Beena, district programme manager of NRHM.
"No one has to compulsorily undergo the process but we will update the eligible couple register in each of our sub-centres and give awareness programmes."
In Kerala, the programme will mainly be carried out in seven districts including Ernakulam.
State Planning Board member K.N. Harilal said that giving targets was dangerous since some communities have a low replacement rate.
“Many who don’t have exposure and awareness will agree to undergo sterilisation,” he said.
